Evacuees were fleeing the devastation and arriving in Houston by the tens of thousands to escape. Herminia Palacio was then the executive director of Houston’s Harris County Public Health and Environmental Services. She had until 11:00 p.m. to figure out how to care for them.

Just over a year ago, I started in a new role at the Robert Wood Johnson Foundation.
